The full article, viewable on the Houston Chronicle site here, took a look at employment reduction after five months of job gains in the Houston area.
"There's certainly a reluctance to hire," said John W. Allen, president of G&A Partners, a human resource outsourcing firm that manages personnel functions for hundreds of small and medium-size businesses in Texas.
Over the past two years, many clients cut their staffs by 10 to 15 percent, Allen said. He had hoped hiring would resume by now, Allen said, but he's starting to see more layoffs again."
